The TEFA vendor application, step by step
- Apply through the Odyssey TEFA vendor portal (tefa-vendors.withodyssey.com) — approval typically takes 4–6 weeks.
- Be registered to do business in Texas (out-of-state businesses need a foreign-entity filing) and in franchise-tax good standing.
- Connect a bank account via Stripe so Odyssey can pay you — TEFA is direct-pay only, with no vendor fees.
- Child-facing services (tutoring, therapy, music lessons, live instruction) require fingerprint background checks completed THROUGH the TEFA program — prior fingerprinting elsewhere does not count, and each staff member must show Approved status before serving students.
- Academic tutors must hold a current, valid Texas Educator Certificate.
- Anyone providing a licensed therapy/service must hold a valid, active Texas license.
Key TEFA dates for vendors
- July 1, 2026 — Marketplace LIVE — first 25% installment funded. ~73,000 accounts received funds; families are spending now and only ~2,400 vendors are listed.
- July 31, 2026 — Schools must confirm enrollment. Unconfirmed students lose their spot to the ~145,000-student waitlist.
- September 15, 2026 — Last day to confirm for a full (unprorated) award
- October 1, 2026 — Second 25% installment lands in accounts. More funds for families to spend with approved vendors.
- February 1, 2027 — Final 50% installment. The largest tranche of the school year.
How TEFA pays vendors (it’s different from other ESA states)
TEFA is direct pay only — no reimbursements. Everything runs through the Odyssey marketplace: your products and services are pre-approved for compliance before they can be listed, families buy from their account balance, you confirm fulfillment, and Odyssey pays your bank via Stripe on Net-30 terms with no vendor fees. That means the compliance work happens up front (listing approval, credentials, fingerprints) and at fulfillment (proof of delivery) rather than on a per-invoice review.

Is there a public TEFA vendor list?
The marketplace itself is the list — families browse approved vendors and pre-approved offerings inside their TEFA account. There is no separately published master list; being searchable in the marketplace is what "being on the list" means, which is why complete listings with clear educational descriptions matter.
How many vendors are in the TEFA marketplace?
At the July 1, 2026 launch, roughly 2,400 vendors and 54,000+ offerings were live — serving ~73,000 funded accounts and 102,000+ awarded students (source: Texas Comptroller). Vendor supply is far behind family demand.
How do TEFA vendors get paid?
Direct pay only — there are no reimbursements in TEFA. Families purchase your pre-approved offering from the marketplace, you fulfill and confirm it, and Odyssey pays your bank account via Stripe on Net-30 terms. There are no vendor fees.
Do TEFA vendors need fingerprint background checks?
Yes, for services delivered directly to children (tutoring, therapy, music lessons, live instruction). Fingerprinting must be completed through the TEFA program — prior background checks elsewhere do not count — and each staff member must show Approved status before serving students.
Is there a deadline to register as a TEFA vendor?
No — vendor registration is rolling. But approval takes 4–6 weeks, and families received 25% of their funds on July 1, 2026, with another 25% on October 1 and 50% on February 1, 2027. Applying now means being listed before the biggest installments hit accounts.
